Cecile pointed this out to me, from the Daily Mail.

Personally I am disgusted by the driver’s behaviour. As I said on the Mails site (not sure if they’ve approved my comment yet) if it was an issue of race or religion he would never have got away with it.

   I did read about this yesterday but I think the guy had a small point - buses aren’t known for being the stablised of things and therefore the risk of garrotting someone is actually reasonably high.
   Perhaps if they sat at the front where if they were to fall they wouldn’t run the risk?
